Federal regulations (rules passed by federal agencies) are published by the U.S. Government Publishing Office (GPO) first by date in the official Federal Register (Fed. Reg.) and then by topic in the official Code of Federal Regulations (C.F.R.). There are no print holdings of either title on campus.
C.F.R.: The best source for the C.F.R. is HeinOnline, which provides complete scans of the C.F.R. from its first publication in 1938 to the present. The GPO website provides authenticated, exact copies of the print C.F.R. in PDF format for every year from 1996 to the present:
Federal Register: the print version of the Federal Register ceased in 2014. The GPO website now publishes it in an official, authenticated PDF version going back to its beginning date of 1936. Heinonline also provides a complete online collection going back to 1936.
Each state will have both an administrative register (similar in function to the Federal Register) and an administrative code (similar in function to the Code of Federal Regulations). Titles will vary as to each state. T1 in the Bluebook will have information on the "Administrative compilation" and "Administrative register" publication for every state.
The Law Library maintains a print collection of both Kentucky and Ohio regulations. For Kentucky, the administrative code is called the Kentucky Administrative Code (KAR) and the administrative register is called the Administrative Register of Kentucky (stack 202). For Ohio, the administrative code is called the Ohio Administrative Code (OAC) and the administrative register is called Baldwin's Ohio Monthly Record (stack 204).
For regulations from other states, check the state's website where regulations are published to determine if the online version is considered authenticated and official. The agency charged with publishing regulations varies for each state.
